the fiscal cliff but the president is responsible and wants the deal. he's been trying to negotiate by making reasonable concessions. lowered the revenue number. he's increased the tax limit from $250,000 to $400,000. the guy made all kinds of concessions. the republicans refuse to do anything to come to the table with a concession. that's not how you negotiate. the problem isn't the democrats. it's from my perspective, not surprised i will say this, we have a dysfunction congress, particularly the republicans in congress because on the house side they have a silly majority, the majority rule, which is nowhere in the constitution to have a majority of the majority. all you need is a majority of the house. and then in the senate side, willing to filibuster. nothing in the constitution saying you need 60 votes to pass anything. this is anti-democratic. let's get a deal done. the american people need this and won't blame the president. they'll blame the people who aren't willing to make a compromise. >> this is something we know that our elected leader haves to get done and don't have hope for g

in washington. there's no deal, no new offer on the fiscal cliff crisis. president obama has just told the two senate leaders they should make the deal. the results immediately felt in the financial markets. look where the dow closed down 158 points when it became very clear nothing was happening and now take a look at where the numbers are in the after markets. we would open now down 315 points on the dow if we started trading now. down 315 points. we have much more on this throughout the rest of the program, but the market's very unhappy. we do have some good news to report tonight. looks like at least one cliff has been averted for the time being. the so-called container cliff. the union that represents dock workers and u.s. maritime lines came to an agreement today to extend their current contract for 30 days. this is a big relief now for the retail industry and consumers who were staring at real destruction again for the supply chain. here now is jonathan gold and he's vice president of supply chain and customs policy for the national retail federation. jonathan, good to see you. >> miche

and raises the stakes for the fiscal cliff end game because the white house had wanted a debt ceiling deal as part of the overall deal here on the fiscal cliff. republicans have been resisting that by announcing the debt ceiling limit will be held on monday, ratchets up the pressure to include the debt ceiling piece in the final package, whatever that may be, but still not clear, carl, there is going to be a final package of any kind. one quick note, we saw the realism. pact in the real world of the debt situation. treasury announcing yesterday it has suspended the sale of state and local government securities, government series securities. so already, they are doing some maneuvering here financially to try to avoid that debtly limit. the treasury secretary says he doesn't know how much wiggle room they are going to have, given that all the fiscal cliff uncertainty is out there. >> eamon, on this idea that the house members get called back with 48 hours' notice. traders are looking for that headline if it happens almost that bleed out there or procedural moment where that is announced, so

or not there will be a deal to avert the fiscal cliff. now, after that conference call. the house speaker john boehner, his number two eric cantor the majority leader put out a statement putting the onus on president obama and for the reason why there has not been a deal so far. basically saying they can't move forward in the house without some sort of action in the senate the next few days. what they left out of that, unfortunately, is the reason why they are waiting on the senate to do something. the senate coming into session tomorrow, by the way. is that speaker boehner couldn't get enough votes to move forward on a plan to avert the cliff last week. that's why we are where we are right now. the president will be boarding air force one in a few hours. flying overnight back to washington. is he likely to bring together congressional leaders in the next couple days when he he gets back to washington. time is running out, harris. >> harris: no breaking news in any of that. but we did see some today. treasury secretary tim geithner saying we could hit the debt ceiling the day after we follow off the fiscal

say major progress make progre toward a fiscal cliff deal. guest: mitch mcconnell when they spoke yesterday, he called in joe biden and said he needed a partner to work with. joe biden, who was in delaware and had not been involved in negotiations, came in at the end to try to work out something. it does seem like overnight they were talking and making the kind of progress that they had been hoping for. we are really at the clock ticking before the end of the year host: what about the house? if lawmakers and the white house are not able to read this last ditch effort, the country will likely go over the fiscal cliff, as you pointed out. guest: the house speaker had said very clearly that they do not anticipate passing anything before the senate passes something, but they want to see what the senate does. they will then take that bill and either amend it or approve it. if they amend, they will send the amended version back to the senate. over the weekend bypassed some rule changes that will allow them to move more quickly and do those sorts of things rather than the waiting period

people are saying this fiscal cliff deal isn't going to happen pause the two sides are too far apart and there simply isn't enough time yet. mark, i will begin with you, what happens if we go over the cliff? what will americans experience? >> well i think we are going to go over the cliff. quite frankly i think it is a good thing the prospects of getting a deal after january 1 are significantly higher and that is for three reasons. first now president obama has all the leverage. after january 1st the leverage shifts to the gop. because president obama perfectly going over the fiscal cliff to blame republicans because he can't default on the debt. he will have to compromise between now and february. second of all the baseline gets reset if the tax cuts expire. everybody will propose a tax cut in january and right now we're fighting whether to increase taxes or not. you can see possibility of a deal seen as win-win for both sides. third, if republicans don't come up with a deal, a bad deal right now, they still have the $800 billion in revenue they put on the table from limiting deduct
